From the decision · page 1OPINION AND DECISION AFTER RECONSIDERATION On January 13, 2022, we granted reconsideration in this matter to allow sufficient opportunity to further study the factual and legal issues in this case.1 On December 28, 2022, the parties filed a request to withdraw the Petition for Reconsideration. Given this development, we will vacate our grant of reconsideration and dismiss the Petition for Reconsideration.
